Dr Roger Elvin B. Sc., Ph. D.
Roger has >35 years experience of the IT industry, having been variously a developer, manager, consultant and lecturer in information systems. During this time, he has covered a wide range of industries and has occupied a full range of IT management positions from team leader to senior manager with full budgetary responsibility, acquiring in the process a broad range of technical skills which he can combine with a sound appreciation of business and commercial issues. Most of his early career was spent in the private sector; however, during the last five years, he has become increasingly involved in the public sector, mainly with health services and central government departments.

Roger’s career theme has been to deliver value from IT investments. Starting out as a technologist, he subsequently spent a substantial period as a member of the senior management team of an SME. During this period he undertook responsibilities beyond the normal IT scope and gained considerable experience and insight into the problems of general, business management. This combination of experience enabled him to bridge the divide between commercial and technological interests.

During the late 1980s and early 1990s, Roger honed his consultancy skills with Logica Consultancy, learned how to write compelling business cases as Deputy Director NATS Business Systems at the Civil Aviation Authority and managed the implementation of an ICT strategy (that he had designed as a Logica consultant) and its associated change programme as Head of Corporate IT Services at the British Standards Institution.

Since the mid-1990s, he has specialised in benefits realisation, particularly in IT-enabled change projects. During his tenure as Lecturer in Information Systems at the Cranfield School of Management, Roger was initially a member of - and eventually led - the work stream that developed the Cranfield approach to Benefits Assurance. He also developed, delivered and directed a number of MBA and Executive Training programmes on 'Benefits from IT-enabled Change'.

Leaving Cranfield in 2003, Roger ran his own consultancy and training business, advising various private and public sector organisations in England and Northern Ireland on the application of Benefits Assurance to large, ICT-enabled change programmes. As a founder member of the NPfIT (later CfH) Service Implementation team, he developed a Benefits Realisation Strategy for the programme, including practitioner guidance and training materials. This strategy was taken up by the DH's Integrated Service Improvement (ISIP) Team and is the basis of ISIP's Roadmap for Transformational Change to which Roger has been a major contributor.

In Northern Ireland, Roger developed a Benefits Management Strategy for the DHSSPS's HPSS ICT Strategy Programme and engaged in training local Trust implementation teams to prepare for a benefits-led implementation of the Person-Centred Community Information System (PCIS) Programme.

Roger is currently employed as Planning Manager for the Northamptonshire teaching Primary Care Trust where he is working to give substance to the aspirations of World Class Commissioning.
